The Blacktown Disability Sports Centre represents a landmark commitment to inclusive sport in Australia. Located within the Blacktown International Sports Park, the $13 million facility has been designed as a Centre of Excellence for Disability Sport. Developed by Blacktown City Council, managed by Savills Project Management, and designed by Lahznimmo Architects, the facility will provide world-class spaces for athletes of all abilities to train, compete, and thrive. The centre is the first of its kind in NSW and integrates with the BEST Hub facility, strengthening the precinct’s role as a leader in community and elite sports infrastructure.

MBC Group was engaged on behalf of Council to provide Crown Certification services for this highly specialised project. Our role encompassed:

- Crown certification: appointed as the statutory certifier under the Environmental Planning and Assessment Act for a Crown development
- Regulatory compliance: ensuring compliance with the NCC, relevant accessibility standards, and specific disability-focused design requirements
- Progressive certification: ongoing inspections and staged certification to support delivery milestones across the construction program.
- Final Crown completion: providing final sign-off to enable occupation and operation of the facility.

Key Compliance & Accessibility Outcomes

Given the specialised nature of the project, our expertise in NCC compliance and accessibility consulting was critical to delivering a fit-for-purpose facility. Key compliance achievements included:

- Universal access integration: certifying accessible features such as Changing Places facilities, automatic door systems, intuitive wayfinding, and quiet rooms for sensory regulation
- Multi-sport readiness: certification of multi-lined indoor courts designed for wheelchair rugby, basketball, sitting volleyball, boccia, goalball, badminton, fencing, judo, and taekwondo
- Safety & performance: ensuring compliance with fire safety, structural, and performance-based NCC requirements, while balancing specialist equipment and layouts unique to disability sports
- Community & elite Use: certification outcomes that enable both Paralympic-level athletes and grassroots community groups to access the same high-quality sporting environment

With our certification services, the Blacktown Disability Sports Centre is now cleared to open its doors. The facility will stand as a national benchmark in inclusive sport, empowering athletes with disability while demonstrating Council’s commitment to equitable community infrastructure.
