The redevelopment replaces an existing 1970s-era aged care site with a new, purpose-designed campus across approximately 4.8 hectares. The approved scheme comprises six new buildings ranging from two to five storeys, delivering 147 independent living units alongside a 120-bed residential aged care facility. These are supported by a broad mix of amenities including wellness and recreation spaces, allied health facilities, café and community uses, creating a self-contained environment that supports residents across all stages of ageing. The project is being delivered under the SSDA pathway and reflects a clear shift toward integrated, large-scale seniors living precincts.

MBC Group is responsible for administering the certification process and ensuring compliance with the NCC and development consent across all stages of delivery. Given the scale and complexity of the project, our role requires close coordination with the client, design consultants and contractor to manage certification across a staged construction program. This includes Construction Certificate review, critical stage inspections and the progressive issue of Occupation Certificates. The size of the development and its mix of uses demand a structured and proactive approach to certification, ensuring that compliance pathways are clearly established early and maintained throughout delivery.

The Belrose redevelopment sits at the more complex end of the seniors living sector. The project incorporates multiple building classifications, including independent living, residential aged care and community-based uses. This requires careful alignment of fire safety measures, egress strategies and building services across the precinct, particularly where different uses interface within or between buildings. The scale of the development, spanning six buildings and approximately 27,000m² of floor area, introduces additional complexity in staging and certification. Works must be carefully sequenced to enable progressive completion while maintaining compliance at each stage, particularly where partial occupation or handover is contemplated. In addition, the redevelopment of an operational site presents challenges in managing risk during construction, requiring clear delineation between construction zones and occupied areas, as well as robust interim life safety measures. The project’s location within a bushfire-prone area further influences design and certification considerations, requiring integration of bushfire protection measures alongside broader fire and life safety strategies.
