MBC Group is engaged to provide our professional services for the Blacktown Arts and Cultural Centre redevelopment, a major civic project forming part of the broader transformation of the Blacktown CBD. Delivered by Blacktown City Council, the project will establish a new, purpose-built cultural facility at Alpha Park, replacing the existing Leo Kelly Blacktown Arts Centre and creating a contemporary hub for arts, performance and community engagement in Western Sydney.
The redevelopment involves the construction of a new multi-level cultural facility designed to support a diverse range of uses, including performance spaces, galleries, studios and community functions. The building is intended to operate as a flexible, high-occupancy public venue, supported by ancillary uses such as café and retail offerings, as well as landscaped external areas that integrate with the surrounding park and civic domain. As part of the broader Blacktown Quarter renewal, the project plays a key role in establishing a cultural anchor within the evolving city centre.
Civic cultural buildings present a unique set of certification challenges, particularly where multiple uses are integrated within a single facility. The development incorporates a range of building classifications, including assembly spaces, retail and administrative functions. This requires careful consideration of fire safety systems, occupant egress and building services integration, particularly in areas with high occupant loads such as performance venues and exhibition spaces.
The project also demands a high standard of accessibility, with inclusive access expected across all areas of the building and its interface with the public domain. This extends beyond internal circulation to include external pathways, arrival points and connections to surrounding open space. In addition, the project forms part of a broader precinct redevelopment, requiring coordination with adjacent works, public domain interfaces and staging considerations that extend beyond the building itself.
